Determination of the rate frozen by the correction of budgetary imbalances granted to the United Kingdom (Article 2(4)(b) of Decision 2000/597/EC, Euratom): Calculation of the theoretical share of the countries with a restricted financial burden: In accordance with Article 5(1) of Decision 2000/597/EC, Euratom, the financial contribution of Germany (DE), the Netherlands (NL), Austria (AT) and Sweden (SE) is restricted to a quarter of their normal contribution. Formula for a country with a restricted financial burden, for example Germany: Germany's theoretical VAT contribution = (Germany's capped VAT base / (EU capped VAT base – UK capped VAT base)) × 1/4 × United Kingdom correction Example: Germany Germany's theoretical VAT contribution = 10072673000 / (55191056500 – 10178922000) × 1/4 × 5331368973 = 298259219 Calculation of the frozen rate: Frozen rate = (UK correction – theoretical VAT contributions (D + NL + A + S)) / (EU capped VAT base – capped VAT bases (UK + D + NL + A + S)) Frozen rate = 5331368973 – (298259219 + 79528563 + 34786421 + 42441980)) / (55191056500 – (10178922000 + 10072673000 + 2685802000 + 1174791000 + 1433331000)) Frozen rate = 0,164488594287511 % Uniform rate: 0,5 % – 0,164488594287511 % = 0,335511405712489 % Member State 1 % of capped VAT base Maximum VAT call rate (in %) Uniform rate of VAT own resources (in %) VAT own resources at uniform rate (1) (2) (3) (4) = (1) × (3) Belgium 1382936000 0,50 0,335511406 463990801 Bulgaria 137801500 0,50 0,335511406 46233975 Czech Republic 579734000 0,50 0,335511406 194507369 Denmark 938241000 0,50 0,335511406 314790557 Germany 10072673000 0,50 0,335511406 3379496678 Estonia 72066000 0,50 0,335511406 24178965 Greece 1012887000 0,50 0,335511406 339835141 Spain 5078492000 0,50 0,335511406 1703891990 France 9033233000 0,50 0,335511406 3030752702 Ireland 803152000 0,50 0,335511406 269466657 Italy 5958859000 0,50 0,335511406 1999265160 Cyprus 74324500 0,50 0,335511406 24936717 Latvia 94057000 0,50 0,335511406 31557196 Lithuania 120604000 0,50 0,335511406 40464018 Luxembourg 149115500 0,50 0,335511406 50029951 Hungary 383594000 0,50 0,335511406 128700162 Malta 25236500 0,50 0,335511406 8467134 Netherlands 2685802000 0,50 0,335511406 901117204 Austria 1174791000 0,50 0,335511406 394155780 Poland 1417428500 0,50 0,335511406 475563429 Portugal 764014000 0,50 0,335511406 256335411 Romania 478940000 0,50 0,335511406 160689833 Slovenia 155968000 0,50 0,335511406 52329043 Slovakia 226168000 0,50 0,335511406 75881944 Finland 758686000 0,50 0,335511406 254547806 Sweden 1433331000 0,50 0,335511406 480898899 United Kingdom 10178922000 0,50 0,335511406 3415144429 Total 55191056500 18517228951 Member State 1 % of gross national income Uniform rate of additional base‚ own resources Additional base own resources at uniform rate (1) (2) (3) = (1) × (2) Belgium 3281165000 2101839020 Bulgaria 275603000 176544959 Czech Republic 1159468000 742728599 Denmark 2293154000 1468941841 Germany 23873467000 15292795236 Estonia 144132000 92327652 Greece 2025774000 1297664347 Spain 10156984000 6506330920 France 18483360000 11840016355 Ireland 1606304000 1028961489 Italy 15128335000 9690864314 Cyprus 148649000 95221139 Latvia 188114000 0,6405771 120501513 Lithuania 260443000 166833810 Luxembourg 298231000 191039936 Hungary 926134000 593260192 Malta 50473000 32331846 Netherlands 5500597000 3523556239 Austria 2631088000 1685414608 Poland 2834857000 1815944354 Portugal 1528028000 978819679 Romania 1136040000 727721160 Slovenia 311936000 199819045 Slovakia 508674000 325844894 Finland 1755376000 1124453592 Sweden 3322026000 2128013639 United Kingdom 20577468000 13181453895 Total 120405880000 77129244273 Description Coefficient (%) Amount 1. Pursuant to Article 4 of Decision 2003/76/EC, net revenue from the investment of available assets will constitute revenue in the general budget of the European Union earmarked for a specific purpose, namely financing research projects in sectors related to the coal and steel industry by a coal and steel research fund. The net revenue available for financing research projects in year n + 2 appears in the balance sheet of the ECSC in liquidation for year n, and after the liquidation process has been completed will appear as assets in the balance sheet of the Coal and Steel Research Fund. This financing mechanism took effect in 2003. Revenue coming from 2005 will be used for research in 2007. In order to reduce as far as possible the fluctuations that movements in the financial markets could cause in the financing of research, a smoothing arrangement is applied. The amount of net revenue expected to be available for research in 2007 comes to EUR 53875000. In accordance with Article 4 of Decision 2003/76/EC, 72,8 % of the fund’s appropriations will be for the steel-related sector and 27,2 % for the coal-related sector. In accordance with Articles 18 and 160 paragraph 1a of the Financial Regulation, revenue will be used to provide additional appropriations under Chapter 08 22 of the statement of expenditure in Section III Commission.
