The European Union guarantee is for loans raised on the capital markets or from financial institutions. According to Article 2(2) of Council Regulation No 407/2010 of 11 May 2010, the outstanding amount of loans and credit lines granted to Member States under this stabilisation mechanism shall be limited to the margin available under the Union's own resources for payment appropriations. This item constitutes the structure for the guarantee provided by the European Union. It will enable the Commission to service the debt should debtors default. In order to honour its obligations, the Commission may draw on its cash resources to service the debt provisionally. Article 12 of Council Regulation (EC, Euratom) No 1150/2000 of 22 May 2000 implementing Decision 2000/597/EC, Euratom on the system of the Communities' own resources (OJ L 130, 31.5.2000, p. 1) shall apply. Annex B to this section gives a summary of borrowing-and-lending operations guaranteed by the general budget, including debt management, in respect of capital and interest.
