THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 29 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1) On 31 July 2014, the Council adopted Decision 2014/512/CFSP.

(2) The Union remains unwavering in its support for Ukraine’s sovereignty and territorial integrity.

(3) In its conclusions of 14 and 15 December 2023, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed the Union’s unwavering support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders and its inherent right of self-defence against Russia’s aggression. The European Council also stated that Russia’s ability to wage its war of aggression must be further weakened, including by further strengthening sanctions, and through their full and effective implementation and the prevention of their circumvention, especially for high-risk goods, in close cooperation with partners and allies.

(4) In view of the gravity of the situation, it is appropriate to adopt further restrictive measures.

(5) In particular, the Council considers that it is appropriate to add 27 new entities to the list of legal persons, entities and bodies set out in Annex IV to Decision 2014/512/CFSP, namely the list of persons, entities and bodies directly supporting Russia’s military and industrial complex in its war of aggression against Ukraine, on which tighter export restrictions regarding dual-use goods and technology, as well as goods and technology which might contribute to the technological enhancement of Russia’s defence and security sector, are imposed. In addition, in view of the key enabling role of electronic components for use by Russia’s military and industrial complex in supporting the war of aggression against Ukraine, it is appropriate to include on that list certain entities in third countries other than Russia which support indirectly Russia’s military and industrial complex in its war of aggression against Ukraine by trading in such components, as well as certain Russian entities involved in the development, production and supply of electronic components for Russia’s military and industrial complex.

(6) Moreover, it is appropriate to expand the list of controlled items which contribute to Russia’s military and technological enhancement or to the development of its defence and security sector by adding components for the development and production of unmanned aerial vehicles.

(7) Furthermore, it is appropriate to impose further restrictions on exports of goods which contribute in particular to the enhancement of Russian industrial capabilities.

(8) It is also appropriate to expand the list of partner countries which apply a set of restrictive measures on imports of iron and steel and a set of import control measures that are substantially equivalent to those in Decision 2014/512/CFSP and in Council Regulation (EU) No 833/2014.

(9) Further action by the Union is needed in order to implement certain measures.

(10) Decision 2014/512/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:
