THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 31(2) thereof,

Having regard to Council Decision 2014/450/CFSP of 10 July 2014 concerning restrictive measures in view of the situation in Sudan and repealing Decision 2011/423/CFSP, and in particular Article 6 thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

(1) On 10 July 2014, the Council adopted Decision 2014/450/CFSP.

(2) On 28 April 2026, the United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1591(2005) (the UNSC Committee) added four persons to the list of persons subject to restrictive measures.

(3) On 7 May 2026, the Council adopted Implementing Decision (CFSP) 2026/1049 adding three of the persons listed by the UNSC Committee on 28 April 2026 to the list of persons and entities set out in the Annex to Decision 2014/450/CFSP.

(4) The remaining person listed by the UNSC Committee on 28 April 2026 should also be added to the list of persons and entities set out in the Annex to Decision 2014/450/CFSP.

(5) Decision 2014/450/CFSP should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

The Annex to Decision 2014/450/CFSP is amended in accordance with the Annex to this Decision.

Article 2

This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.

Address: Dubai, United Arab Emirates. Nationality: Sudan. Gender: Male. Passport: (a) Sudan number B00017334; (b) Sudan number B00024943 (Expires on 27 September 2031); (c) Kenya number AK1586127. National identification No: United Arab Emirates 784199014302485. Date of UN designation: 28 April 2026. Reason for listing: Al-Goney Hamdan Dagalo was listed on 28 April 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Al-Goney Hamdan Dagalo (Al-Goney) is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur. Al-Goney is the procurement director of the Rapid Support Forces (RSF) and a brother of Mohammed Hamdan Hemedti Dagalo, the leader of the RSF. Al-Goney has extended this war by leading RSF efforts to procure weapons and military materiel. By arming the RSF, his actions have directly contributed to the RSF’s ongoing siege of El Fasher in North Darfur, a city of nearly two million vulnerable civilians, and the RSF’s operations elsewhere in Sudan. Al-Goney has controlled the RSF front company Tradive General Trading, which imported vehicles to Sudan on behalf of the RSF..
