THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/631 of the European Parliament and of the Council of 17 April 2019 setting CO2 emission performance standards for new passenger cars and for new light commercial vehicles, and repealing Regulations (EC) No 443/2009 and (EU) No 510/2011, and in particular Article 7(5), second subparagraph, and Article 9(1) thereof,

Whereas:

(1) In accordance with Article 9(1) of Regulation (EU) 2019/631, the Commission is required to determine, each year, the average specific emissions of CO2 and the specific emissions target for the preceding calendar year, for each manufacturer or pool of manufacturers responsible for new passenger cars and new light commercial vehicles registered in the Union.

(2) The calculation of the average specific emissions of CO2 and the specific emissions targets for the calendar year 2024 is to be based on the competent authorities’ detailed data regarding the registrations of new passenger cars and new light commercial vehicles during that calendar year.

(3) All competent authorities transmitted their data for the calendar year 2024 to the Commission. However, certain authorities did so with certain delays in relation to the reporting deadline of 28 February 2025. Where, as a result of the verification of the data by the Commission, it was evident that certain data were missing or incorrect, the Commission has contacted the competent authorities concerned and, as a result, the data was adjusted or completed accordingly. Where no agreement could be reached with a competent authority, the provisional data transmitted by that competent authority was not adjusted.

(4) On 4 June 2025, the Commission published the provisional data. On 12 June 2025, the Commission notified 111 manufacturers of passenger cars and 82 manufacturers of light commercial vehicles, as well as the respective pools, of the provisional calculations of their average specific emissions of CO2 and their specific emissions targets for the calendar year 2024.

(5) For 1 manufacturer of passenger cars, the relevant competent authorities reported monitoring data with a delay. Therefore, this manufacturer was notified of their provisional performance calculations on 20 August 2025.

(6) 53 manufacturers of passenger cars and 40 manufacturers of light commercial vehicles notified the Commission of errors in their data and the corrected values, in accordance with Article 7(5), first subparagraph of Regulation (EU) 2019/631. The Commission has verified the errors and the corrected values notified by the manufacturers. The datasets were adjusted as appropriate for all manufacturers that submitted an error notification.

(7) For 1 manufacturer of passenger cars and 4 manufacturers of light commercial vehicles, all vehicles reported in the provisional dataset were outside the scope of Regulation (EU) 2019/631.

(8) As a result, the Commission could establish the values relating to the performance of 111 manufacturers of passenger cars and 78 manufacturers of light commercial vehicles for the calendar year 2024.

(9) In accordance with Article 2(4) of Regulation (EU) 2019/631, manufacturers which, together with all their connected undertakings, are responsible for fewer than 1000 new passenger cars or for fewer than 1000 new light commercial vehicles registered in the Union in the previous calendar year, are exempted from meeting a specific emissions target. As vehicles registered by such manufacturers fall within the scope of that Regulation, it is appropriate to calculate and indicate their average specific emissions of CO2 for the preceding calendar year as well as the number of new passenger cars and new light commercial vehicles registered, for which those manufacturers are responsible.

(10) Records marked with error Code B pursuant to Article 6(2) of Commission Implementing Regulation (EU) 2021/392, should be included in the calculation of the specific emissions targets and the average specific emissions of CO2, as it was possible to attribute the vehicles to a manufacturer. However, as manufacturers cannot fully identify those vehicles, it is appropriate to apply an error margin when determining the distance to target of the manufacturer concerned.

(11) Where the distance to target of a manufacturer or a pool of manufacturers is above zero, the Commission is to impose an excess emissions premium in accordance with Article 8 of Regulation (EU) 2019/631. That is the case for 2 manufacturers of passenger cars and 2 manufacturers of light commercial vehicles.

(12) On 30 April 2026, the Swedish Transport Authority issued a conclusion in accordance with Article 15(3) of Commission Implementing Regulation (EU) 2023/2866 finding that the in-service verification performed on an ISV family of one manufacturer had identified a lack of correspondence between the CO2 emission values of the in-service verification and the values recorded in the certificates of conformity, with a deviation of 6 g CO2/km. The conclusion is final, the manufacturer having not appealed it before the Swedish courts. In accordance with Article 7(9) of Regulation (EU) 2019/631 and Article 16(2) of Implementing Regulation (EU) 2023/2866, the Commission has applied the size of the deviation of the CO2 emission values as specified in the conclusion to the values of the specific emissions of CO2 of all the vehicles of the manufacturer belonging to the ISV family concerned that were first registered in the calendar year 2024,

HAS ADOPTED THIS DECISION:

Article 1 Performance values

1. The values relating to the performance of manufacturers and pools of manufacturers of new passenger cars in respect of the calendar year 2024, as referred to in Article 9(1) and (2) of Regulation (EU) 2019/631, are specified in Annex I to this Decision.

2. The values relating to the performance of manufacturers and pools of manufacturers of new light commercial vehicles in respect of the calendar year 2024, as referred to in Article 9(1) and (2) of Regulation (EU) 2019/631, are specified in Annex II to this Decision.

For an individual manufacturer, which is a member of a pool of manufacturers in the calendar year 2024, the values listed in Table 1 are those that would have applied if the manufacturer had not been a pool member. Column A: Table 1: Manufacturer name means the name of the manufacturer as notified to the Commission by the manufacturer concerned or, where no such notification has taken place, the name reported by the reporting authority. Table 2: Pool name means the name of the pool as declared by the pool manager. Column B: D means that a derogation has been granted for the calendar year 2024 pursuant to Article 10(3) of Regulation (EU) 2019/631 (small volume manufacturer). ND means that a (niche) derogation has been granted for the calendar year 2024 pursuant to Article 10(4) of Regulation (EU) 2019/631 (niche manufacturer). DMD means that a de-minimis derogation i.e. exemption applies pursuant to Article 2(4) of Regulation (EU) 2019/631, so that the manufacturer does not have to meet a specific emissions target in the calendar year 2024. P means that the manufacturer is a member of a pool of manufacturers formed pursuant to Article 6 of Regulation (EU) 2019/631 for which the pooling agreement is valid for the calendar year 2024. Column C: Total number of registrations means the number of new passenger cars registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column D: Average test mass (kg) means the average of the test mass of the new passenger cars registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column E: Average mass in running order (kg) means the average of the mass in running order of the new passenger cars registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column F: CO2 savings from eco-innovations (g CO2/km) means the emission savings taken into account for the calculation of the average specific emissions of CO2 (column G), which result from the use of innovative technologies that make a verified contribution to CO2 reductions and that the Commission has approved in accordance with Article 11 of Regulation (EU) 2019/631. Column G: Average specific emissions of CO2 (g CO2/km) means the average of the specific emissions of CO2 determined in accordance with the test procedure set out in Annex XXI to Commission Regulation (EU) 2017/1151 for all new passenger cars registered in 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column H: Specific emissions target (g CO2/km) means the specific emissions target of the manufacturer (Table 1) or the pool of manufacturers (Table 2) calculated in accordance with Part A, point 4, of Annex I to Regulation (EU) 2019/631, or, where applicable (D or ND in column B in Table 1), the derogation target granted pursuant to Article 10 of that Regulation. The WLTP specific emissions reference target used for the calculation of the specific emissions target is the one set out in Part A of Annex II to Commission Implementing Decision (EU) 2022/2087, Part A of Annex I to Commission Implementing Decision (EU) 2023/1623, or Annex I to Commission Implementing Decision (EU) 2024/865, as applicable. For the pools of manufacturers listed in Table 2, with a change in their composition in the calendar year 2024, the WLTP specific emissions reference target is listed in column K of Table 2. Where a manufacturer benefits from an exemption (DMD in column B in Table 1) pursuant to Article 2(4) of Regulation (EU) 2019/631, no specific emissions target applies and therefore also no error margin (column I) or distance to target (column J) are indicated. Column I: Error margin (g CO2/km) means the value by which the difference between the average specific emissions of CO2 (column G) and the specific emissions target (column H) has been adjusted when calculating the distance to target (column J), in order to take into account records notified to the Commission by the manufacturer (Table 1) or the pool of manufacturers (Table 2) with error code B as set out in Article 6 of Implementing Regulation (EU) 2021/392. The error margin is calculated in accordance with the following formula: Error margin = absolute value of [(AC1 – TG1) – (AC2 – TG2)] AC1 = average specific emissions of CO2 including the records with error code B (as specified in column G); TG1 = specific emissions target including the records with error code B (as specified in column H); AC2 = average specific emissions of CO2 calculated after excluding the records with error code B; TG2 = specific emissions target calculated after excluding the records with error code B. those vehicles have been considered for which both the specific emissions of CO2 and the mass in running order values were reported, except for the average test mass values (Column D), for which only vehicles with both the specific emissions of CO2 and the test mass values reported have been considered. For an individual manufacturer, which is a member of a pool of manufacturers in the calendar year 2024, the values listed in Table 1 are those that would have applied if the manufacturer had not been a pool member. Column A: Table 1: Manufacturer name means the name of the manufacturer as notified to the Commission by the manufacturer concerned or, where no such notification has taken place, the name reported by the reporting authority. Table 2: Pool name means the name of the pool as declared by the pool manager. Column B: D means that a derogation has been granted for the calendar year 2024 pursuant to Article 10(3) of Regulation (EU) 2019/631 (small volume manufacturer). DMD means that a de-minimis derogation, i.e. exemption applies pursuant to Article 2(4) of Regulation (EU) 2019/631, so that the manufacturer does not have to meet a specific emissions target in the calendar year 2024; P means that the manufacturer is a member of a pool of manufacturers formed pursuant to Article 6 of Regulation (EU) 2019/631 for which the pooling agreement is valid for the calendar year 2024. Column C: Total number of registrations means the number of new light commercial vehicles registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column D: Average test mass (kg) means the average of the test mass of the new light commercial vehicles registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column E: Average mass in running order (kg) means the average of the mass in running order of the new light commercial vehicles registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column F: CO2 savings from eco-innovations (g CO2/km) means the emission savings taken into account for the calculation of the average specific emissions of CO2 (column G), which result from the use of innovative technologies that make a verified contribution to CO2 reductions and that the Commission has approved in accordance with Article 11 of Regulation (EU) 2019/631. Column G: Average specific emissions of CO2 (g CO2/km) means the average of the specific emissions of CO2 determined in accordance with the test procedure set out in Annex XXI of Regulation (EU) 2017/1151 for all new light commercial vehicles registered in the calendar year 2024 in the Union, Iceland and Norway for which the manufacturer (Table 1) or the members of the pool (Table 2) are responsible. Column H: Specific emissions target (g CO2/km) means the specific emissions target of the manufacturer (Table 1) or the pool of manufacturers (Table 2) calculated in accordance with Part B, point 4, of Annex I to Regulation (EU) 2019/631, or, where applicable (D in column B in Table 1), the derogation target granted pursuant to Article 10 of that Regulation. The WLTP specific emissions reference target used for the calculation of the specific emissions target is the one set out in Part B of Annex II to Implementing Decision (EU) 2022/2087, Part B of Annex I to Implementing Decision (EU) 2023/1623, or Annex II to Implementing Decision (EU) 2024/865. For the pools of manufacturers listed in Table 2, with a change in their composition in the calendar year 2024, the WLTP specific emissions reference target is listed in column K in Table 2. Where a manufacturer benefits from an exemption (DMD in column B in Table 1) pursuant to Article 2(4) of Regulation (EU) 2019/631, no specific emissions target applies and therefore also no error margin (column I) or distance to target (column J) are indicated. Column I: Error margin (g CO2/km) means the value by which the difference between the average specific emissions of CO2 (column G) and the specific emissions target (column H) has been adjusted when calculating the distance to target (column J), in order to take into account records notified to the Commission by the manufacturer (Table 1) or the pool of manufacturers (Table 2) with the error code B as set out in Article 6 of Implementing Regulation (EU) 2021/392. The error margin is calculated in accordance with the following formula: Error margin = absolute value of [(AC1 – TG1) – (AC2 – TG2)] AC1 = average specific emissions of CO2 including the records with error code B (as specified in column G); TG1 = specific emissions target including the records with error code B (as specified in column H); AC2 = average specific emissions of CO2 calculated after excluding the records with error code B; TG2 = specific emissions target calculated after excluding the records with error code B. Column J: Distance to target (g CO2/km) means the difference between the average specific emissions of CO2 (column G) and the specific emissions target (column H), from which the error margin (column I) is subtracted.
