THE BUREAU OF THE EUROPEAN PARLIAMENT,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 223(2) thereof,

Having regard to the Statute for Members of the European Parliament,

Having regard to Rule 25 of the Rules of Procedure of the European Parliament,

Whereas:

(1) In accordance with Article 73(2) of the Implementing Measures for the Statute for Members of the European Parliament (the Implementing Measures), the maximum monthly amount defrayable in respect of personal staff providing parliamentary assistance referred to in Article 29(4) of the Implementing Measures is, where appropriate, to be index-linked annually by the Bureau on the basis of the Joint Index established by Eurostat to measure the change in the cost of living for EU officials (Joint Index) pursuant to Article 65 of, and in accordance with Annex XI to, the Staff Regulations of Officials of the European Union and the Conditions of Employment of Other Servants, laid down in Council Regulation (EEC, Euratom, ECSC) No 259/68 (Staff Regulations). That index-linking is normally decided by the Bureau in December and takes effect retroactively as of July of the year in question. However, due to the extraordinary inflation in the last years, an intermediate adaptation was necessary.

(2) Pursuant to the above-mentioned provisions of the Staff Regulations, the specific threshold to trigger an intermediate update in the remuneration of EU officials is an inflation increase of ± 3,0 % or more for the six-month period from 1 July to 1 January. For the period from 1 July 2023 to 1 January 2024 the Joint Index established by Eurostat was set at 103,0 (+ 3,0 %). As this change equalled the threshold of 3 %, a general intermediate update of the nominal remuneration of EU officials was required, with effect from 1 January 2024.

(3) That update also concerns the salaries of accredited parliamentary assistants (APAs) of Members, who are covered by the Staff Regulations. Since APAs’ salaries are paid from the Members’ envelope for parliamentary assistance expenses, it was necessary to update this envelope accordingly.

(4) In that connection, the Commission has set the adjustment rate for the period from January to June 2024 at + 3,0 %. Therefore, the maximum monthly amount defrayable in respect of parliamentary assistance expenses was increased to EUR 29557, with effect from 1 January 2024 by a Decision of the Bureau of 24 June 2024 and the Decision of the Bureau of the European Parliament of 19 May and 9 July 2008 concerning implementing measures for the Statute for Members of the European Parliament (the previous Bureau Decision), which was in force at the time, was amended accordingly.

(5) Considering that these Implementing Measures enter into force on the 16th of July 2024 and repeal the previous Bureau Decision, they should therefore be amended accordingly, and the maximum monthly amount defrayable in respect of parliamentary assistance expenses should be increased to EUR 29557, with effect from 16 July 2024.

(6) Furthermore, by its decisions of 13 September 2023, and 10 and 24 April 2024 respectively, Parliament amended its Rules of Procedure with a view to strengthening integrity, independence and accountability and implementing the parliamentary reform Parliament 2024. Among other things, the aforementioned decisions prompted a renumbering of most of the provisions of Parliament’s Rules of Procedure. The Implementing Measures should thus be amended to take into account of that renumbering.
