The following report analyses Parliament’s budgetary and financial management for the financial year 2025. It outlines the use made of financial resources and the events, which had a significant influence on activities throughout the year. The report has been drawn up in accordance with Article 255 of Regulation (EU, Euratom) No 2024/2509 of the European Parliament and of the Council hereinafter referred to as the Financial Regulation. The analysis is based on the provisional accounts established by the Accounting Officer. 2025 was the first full year after the 2024 European Elections and thus a return to the normal pace of core parliamentary work and of support activities. Inflation in the euro zone area continued to decelerate to an annual inflation rate of 1,9 % for the year 2025 as published by Eurostat (Euro indicators) on 19 January 2026, down from 2,4 % a year earlier. In 2025, Parliament received a budget allocation of EUR 2527 million, corresponding to a 6,04 % increase over 2024, thus representing 20,84 % of Heading 7 of the Multiannual Financial Framework (MFF). 2025 marked the fifth year of the current MFF 2021-2027. In 2025, Parliament committed EUR 2518 million of its allocated budget, made payments for EUR 2157 million (85,7 % of the amount committed) and carried over EUR 361,2 million (14,4 % of the amount committed) to 2026. In 2025, there were no non-automatic carryovers to 2026. OVERVIEW OF PARLIAMENT’S ACTIVITIES IN 2025 The Bureau decided in September 2024 to create four Directorates-General, responsible for legislative, scrutiny, and budgetary activities, from the existing Directorate-General for Internal Policies. Additionally, it was decided to move the current Directorate for Legislative and Committee Coordination to the responsible Deputy Secretary-General to ensure better coordination among the new entities. The newly created Directorates-General (DGs) are:

DG for Economy, Transformation and Industry

DG for Cohesion, Agriculture and Social Policies

DG for Citizens' Rights, Justice and Institutional Affairs

DG for Budgetary Affairs

This new structure has been operational since January 2025 and internal resources have been gradually redeployed. This is crucial for following up on the 2024 parliamentary reform and preserving the institutional balance in the legislative cycle by providing Members with the necessary internal expertise. Simplification is essential to improve the quality of the services provided by the administration, primarily to Members, while enabling a smart use of the available resources with the goal to support Parliament’s key functions. Against this background, several initiatives were launched to simplify structures, processes and procedures. These efforts led to important structural changes in the General Secretariat, including the reforms of DG INLO and DG ITEC, which aimed, inter alia, at streamlining the activities of the DGs to better support Members in their work. Furthermore, in the framework of the Annual Work Programmes for 2025, the Directorates-General were requested to review their activities with a view to reducing administrative burdens and achieving savings. Based on the initiatives identified and additional specific assessments, an Action Plan on administrative simplification was issued in June 2025 and provided for immediate and short/medium-term actions. The review of Parliament’s internal rules on the implementation of the European Parliament’s budget following the revision of the Financial Regulation has introduced several simplifications in financial management, thereby reducing the administrative burden on DGs. Initiatives with a major simplification potential were implemented by the administration, including inter alia the eLegislate project, which focuses on completing the digitalisation of the workflows of parliamentary documents and their integration across EU institutions. The Cybersecurity Regulation (EU, Euratom) 2023/2841 of the European Parliament and of the Council entered into force in January 2024, laying down measures for a high common level of cybersecurity in EU Institutions and introducing several mandatory requirements for all EU entities such as establishing an internal cybersecurity risk-management, governance and control framework (the framework), completing cybersecurity maturity assessments, adopting risk-management measures and approving a cybersecurity plan. Against this background and following a Bureau decision on 10 February 2025, Parliament met all the requirements within the deadlines imposed by the Regulation and submitted the related artifacts to the Interinstitutional Cybersecurity Board. Following the 2023 Bureau decision to boost Parliament’s cybersecurity capabilities, the filling of all 40 posts of ICT Security Specialists was finalised during 2025. A governance framework for Al was adopted by the Bureau on 11 March 2024, which led to performing of thorough risk assessments related to use of new technologies. At the same time, the European AI Act entered into force on 1 August 2024, the provisions of which were applicable from 2025 onwards. The bodies set up under this framework (an AI Governance Board, an Inter-DG Steering Group, and an AI Centre of Competence) worked in 2025 on the definition of a roadmap, planned to be adopted in 2026. The roadmap will set out a series of actions aimed at enabling Parliament to develop AI capabilities in a sustainable and ethically responsible manner, while ensuring that AI developments comply with the principles established by the Bureau, and with the strategic decisions of the AI Governance Board. The situation as regards the major building projects in 2025 is as follows:

In Luxembourg, the building works of the Conference Centre ended in December 2025, marking the building complex completion. The ADENAUER II building passed into maintenance mode.

In Strasbourg:

The fit-out works of the VEIL building were completed in February 2025, creating approximately 650 workstations, with the objective of promoting a smarter use of office space that fosters informal interaction and social engagement. Parliament’s administration moved in later that year.

In the DE MADARIAGA building, the works linked to the renovation of the security dispatching and the renovation of the first floor meeting room, including a complete adaptation and technological upgrade, were finished by the end of 2025.

The works in the WEISS Chamber continue and include accessibility improvements and technological upgrades. In 2025, 50 % of desks were refurbished (including the plugs, audio system and cabling systems for voting).

In Brussels: The focus in 2025, and in the years to come, is the profound environmental renovation of the SPAAK building. Preparatory projects have started, and progress has also been made in other actions related to works of a permanent character that will improve the operational condition of Parliament’s central buildings.

The SPAAK renovation project entered the preliminary design stage. In this respect, the Design Team Contract, covering the development of the architectural, engineering, and sustainability design, was signed on 17 January 2025. Following that, a tender notice for the Design and Build was published in September 2025.

Tenders for relocating the Cabinets of the President and the Secretary-General, along with their associated protocol areas, and the Central Technical Room for DG LINC were successfully concluded, and the works already started.

An 18-year usufruct contract was signed in May 2025 for the Monterra building, to accommodate primarily occupants of the SPAAK building during its renovation. The staff's gradual return to the renovated SPAAK building after 2031 will enable the early termination of the usufruct contract for the KOHL building at any time starting from 31 December 2032. The Monterra building renovation and fit-out works are planned to be completed by the end of 2026.

In preparation for the SPAAK building renovation project, large-scale moves began with the reorganisation of the KOHL building and the start of the move to the TRÈVES II building.

During 2025, the new Liaison Office with an integrated Europa Experience (EE) facility opened in Zagreb, new Europa Experience facilities opened in Athens and Budapest, and the new premises of Parliament’s Liaison Office in Rome became operational. At its meeting on 31 March 2025, the Bureau endorsed a new concept proposed to optimise the use of the Europa Experience spaces by repurposing these facilities into modular European Hubs combining educational and information of the EU with engagement activities and built-in flexibility to host events with Members and stakeholders in the Member States’ capitals. Accordingly, the market prospections for the remaining Europa Experience facilities still to be implemented, will consider the adjusted criteria and a phased retrofitting process towards this new modular concept is envisaged for the existing EE visitors’ centres. Parliament successfully passed its comprehensive external EMAS audit in May 2025 and secured the renewal of its EMAS registrations for Brussels, Luxembourg and Strasbourg until 2028. The ISO 14064 audit of Parliament’s carbon footprint calculation was successful. Similarly, the external EMAS audits for the EMAS-registered European Parliament Liaison Offices and their central coordination in Brussels showcased Parliament’s environmental commitment, improvements and compliance concerning its external offices. Parliament`s carbon footprint stood at 6,28 tons CO2eq per full-time employee-equivalent (FTE). In 2025, the services launched a new CO2 calculator providing staff and Members with a scientific reliable tool on the emission impact of transport and alternatives. Parliament actively encourages the use of sustainable means of transport, and as of June 2025 has enlarged the train offer for missions to Strasbourg for part-sessions adding more carriages to the Charter train. In addition, since 2022, Parliament continues to offer a financial subsidy system for its staff, reimbursing up to 90 % of the cost of public transport season tickets in exchange for a limitation of car park access. In 2025, the Luxembourg site’s water consumption was reduced by approximately 15 % compared to 2024. In Strasbourg, water consumption was reduced by approximately 50 %. In Brussels, water consumption increased by 11 %, mainly due to the higher humidifier use to keep internal air quality within legal standards and some leak incidents. EVOLUTION OF PARLIAMENT’S BUDGET IN COMPARISON WITH THE MULTIANNUAL FINANCIAL FRAMEWORK Evolution of Parliament’s budget in comparison with the Multiannual Financial Framework Year 2021 2022 2023 2024 2025 EP budget (EUR m) 2064 2162 2247 2383 2527 Δ % 1,2 4,7 3,9 6,1 6,0 MFF heading 7 (EUR m) 10635 11058 11419 11773 12124 Δ % -5,5 4,0 3,3 3,1 3,0 EP share of heading 7 19,4 % 19,5 19,7 20,2 20,8 BUDGET IMPLEMENTATION IN 2025 Parliament's initial appropriations for 2025 amounted to EUR 2532695108. Amending budget 3/2025, following the downward revision of the indexation of statutory expenditure from 3,7 % to 3 %, reduced the level of appropriations by EUR 5203267, bringing the final budget to EUR 2527491841 for 2025 representing 20,84 % of the Heading 7 of the MFF. Carryovers from 2025 to 2026 Automatic carryovers to financial year 2026 amounted to EUR 361189241 accounting for 14,4 % of the total committed appropriations compared to 14,2 % in 2024. In 2025, no non-automatic carryovers from 2025 to 2026 were made. Use of carryovers from 2024 to 2025 Automatic carryovers to 2025 totaled EUR 336748728 compared to EUR 348320328 in 2024. Payments against those carryovers amounted to EUR 306854269 or 91,1 % compared to 92,6 % in 2024. Appropriations cancelled in 2025 totaled EUR 29894459 compared to EUR 25848495 in 2024. The bulk of cancellations was made against: Items 1 0 0 4 Ordinary travel expenses and 1005 Other travel expenses, Article 2 0 0 Buildings, Article 2 0 2 Expenditure on buildings, Article 2 1 0 Computing and telecommunications and Article 3 2 4 Production and dissemination. Cancellations against these two Items and these four Articles accounted for 83 % of the total. Revenue Total revenue entered in the accounts on 31 December 2025 was EUR 287107579 compared to EUR 281517001 in 2024. In accordance with Article 101 (2-5) of the Financial Regulation, waivers for a total amount of EUR 205098 were granted. Table 2 provides a breakdown, by chapter, of movement in revenue between 2024 and 2025. The sharp decrease is mainly due to Article 4 0 2 Funding of European political parties. Commitments amounted to EUR 7781795, i.e. 20,8 % commitment rate compared to 39,4 % in 2024. Payments amounted to EUR 4888453, accounting for 62,8 % of the commitments entered into, compared to 75,8 % in 2024. Cancellations of appropriations for the year The sum of EUR 9724534 compared to EUR 7934234 in 2024, representing 0,38 % of final appropriations compared to 0,33 % in 2024, was cancelled. Transfers During the financial year 2025, 16 C-transfers were approved by the Committee on Budgets in accordance with Articles 31 and 49 of the Financial Regulation (transfer C2 was rejected at the BUDG meeting of 6 March 2025). The approved 16 C-transfers amounted to EUR 66712392 representing 2,64 % of final appropriations. For comparison, 12 C-transfers were approved in 2024 accounting for 3,47 % of final appropriations (See Annex I for details). An amount of EUR 14628900, or 0,58 % of final appropriations was used compared to nine P-transfers in 2024, accounting for 0,48 % of final appropriations. (See Annex II for details). Budget implementation by chapter This section looks at the use of appropriations by budget chapter, their share of the 2025 budget and changes in the use of appropriations over the previous financial year. Six chapters accounted for 85,8 % of total commitments: Chapter 1 0 Members of the institution; Chapter 1 2 Officials and temporary staff; Chapter 1 4 Other staff and external services; Chapter 2 0 Buildings and associated costs; Chapter 2 1 Data processing, equipment and movable property and Chapter 4 2 Expenditure relating to parliamentary assistance. Table 4 provides a breakdown by chapter of the appropriations committed in 2025 compared to the commitments in 2024. These decreases are nevertheless partially offset by the annual indexation of Members’ Salaries and Allowances in 2025 (see paragraph 43 below), the fact that in 2025, Parliament welcomed 720 Members for a first full year (overall impact of EUR 2,97 million due to both elements) and the increase in commitments related to the ordinary travel expenditure (EUR 4,8 million). Commitments within Chapter 1 2 Expenditure on officials and temporary staff amounted to EUR 909,8 million in 2025, representing an increase of EUR 55,8 million compared to 2024 (6,54 %), making it the largest spending category (36,1 % of all commitments in 2025). The growth stems largely from the increase of 1,2 %, from 1 April 2025, relating to 2024 salary update of salaries for officials and other staff of the European Union and due to the application of the moderation clause, and of a second increase of 3 % in December 2025, backdated to 1 July 2025. In addition, in 2025 it was introduced, for the first time, a housing allowance for staff members living in Luxembourg amounting to EUR 3,1 million in 2025 and split between chapter 1 2 (EUR 2 million) and chapter 1 4 (EUR 1,1 million). Commitments under Chapter 1 4 Other staff and external services increased by EUR 34,8 million. Concerning contractual agents (budget lines 1 4 0 0, 1 4 0 1 and 1 4 0 2), the increase (EUR 13,8 million) results mainly from the annual indexation of remunerations (see paragraph 43 above), the internalisation of 32 consultants in DG ITEC and the new housing allowance for contract staff living in Luxembourg within Chapter 1 4. In addition, the increase in commitments within budget line 1 4 0 5 Expenditure on interpretation (EUR 15,2 million) is explained by 2025 being the first full year after the 2024 elections with a return to the standard working pace. Commitments within Chapter 2 0 Buildings and associated costs decreased by EUR 7,1 million (2,81 %). Within this Chapter, Article 2 0 0 Buildings shows a reduction of EUR 11,6 million (-8,92 %) mainly due to commitments under item 2 0 0 1 Lease payments which were reduced by EUR 20,7 million due to the completion of KAD II building in Luxembourg in 2025. This decrease was partially offset by commitments under item 2 0 0 7 Construction of buildings and fitting-out of premises, which increased by EUR 9,8 million in 2025, due to work related to the first occupancy of TREVES II building in Brussels, renovation works in WEISS building Chamber, DE MADARIAGA building meeting rooms, and trialogue rooms in all buildings in Strasbourg. Concerning Article 2 0 2 Expenditure on buildings, commitments increased by EUR 4,5 million in 2025. Commitments under item 2 0 2 2 Building maintenance, upkeep, operation and cleaning went up by EUR 6,3 million, the result of the increase in perimeter in Luxembourg (the West Wing of the ADENAUER II building) and Strasbourg (VEIL building), and the signature of new technical maintenance contracts in 2024, for Strasbourg and Brussels. Finally, item 2 0 2 8 Insurance showed a reduction of EUR 2,6 million in 2025, due to the signing of a new contract which postpones the payment date of the policy to the next calendar year. Within Chapter 2 1 Data processing, equipment and movable property, commitments increased by EUR 12,97 million (5 %). This trend is mainly triggered by Article 2 1 0 Computing and telecommunications, where commitments increased by EUR 16,8 million in items 2 1 0 0 IT governance and cyber security, 2 1 0 1 Business application management and 2102 Infrastructure and operations management. These increases are linked with the necessary development of activities in the area of cybersecurity and Artificial Intelligence capabilities, the upgrades of the data centre and IT network infrastructure, the modernisation of conference facilities and obsolete audiovisual equipment in meeting rooms, as well as certain preparatory work related to the renovation of the SPAAK building. These increases were partially offset by reductions, notably in Article 2 1 2 Furniture (EUR 2,4 million) due to the end of the ADENAUER II building project and Article 2 1 4 Technical equipment and installations (EUR 1 million) owing to the deferral of some initiatives related to the upgrade and modernization for conference and meeting rooms Additionally, the costs for maintenance, repairs and fuel consumption (energy) for vehicles were lower than expected. Chapter 3 0 Meetings and conferences registered an increase in commitments of EUR 9,2 million (33,3 %) mainly due to Article 3 0 0 Expenses for staff missions and duty travel between the three places of work (EUR 7,4 million) resulting from a higher volume of parliamentary activities after an election year (12 Strasbourg part sessions instead of 11 and other activities not carried out during the election period in 2024). In addition, this increase was complemented by an increase of commitments within budget line 3 0 4 2 Meetings, congresses, conferences and delegations (EUR 1,45 million) due to the higher number of meetings of other bodies in 2025 in respect of an election year like 2024. The increase in commitments of EUR 6,9 million (5,51 %) relating to Chapter 4 0 Expenditure relating to certain institutions and bodies splits into Article 4 0 0 Current administrative expenditure and expenditure relating to the political and information activities of the political groups and non-attached Members (EUR 0,95 million), Article 4 0 2 Funding of European political parties (EUR 4,2 million) and Article 4 0 3 Funding of European political foundations (EUR 1,8 million). The increase in commitments of EUR 29,75 million (13,39 %) under Chapter 4 2 Expenditure relating to parliamentary assistance compared to 2024 is the result of the annual update of remunerations (see paragraph 43 above), the 15 additional Members elected in 2024, the gradual recruitment of parliamentary assistants, a higher number of missions for parliamentary assistants and an increased number of trainees.
